Hussam bin Abdulmohsen Alangari (Arabic  حسام بن عبدالمحسن العنقري, born November 12, 1966) is the President of the General Court of Audit (GCA) in the Kingdom of Saudi Arabia since May 7, 2016.

Hussam bin Abdulmohsen bin Abdulaziz bin Abdullah bin Nasser bin Abdullah bin Ibrahim bin Suleiman bin Nasser bin Ibrahim Alangari was born in Riyadh on 29 Rajab 1386 H (corresponding to November 12, 1966).

His father, Abdulmohsen bin Abdulaziz bin Abdullah Alangari, is a businessman and one of the founders and owners of Alangari Holding Company.

His mother was Al-Jawhara bint Abdulrahman bin Misaad Al-Suwailim, who died in 1433 H (2011).

Hussam bin Abdulmohsen Alangari's wife is Latifa bint Mohammed bin Abdulrahman bin Mullah, and they have three children.

He progressed through his pre-university education at the Thaghr Model Schools in Jeddah.

He completed his university studies in the Accounting Department of the College of Economics and Management at King Abdulaziz University.

He began working as an assistant professor in the same department in 1412 H (1991).

He was then appointed as an Assistant Professor in 1420 H (2000) after obtaining his Ph.D. in Accounting and Financial Management from the University of Essex in the United Kingdom.

He was promoted to the rank of Associate Professor in 1425 H (2004), and to the rank of Professor in 1429 H (2008).

He has authored more than fifty research papers in his specialized field, both in Arabic and English, and published three editions of his book "Auditing Accounts in the Kingdom of Saudi Arabia," as well as one edition of his book "Who Audits the Auditor?"

He was appointed as the Deputy of Graduate Studies and Scientific Research at the College of Economics and Management at King Abdulaziz University in late 1426 H (corresponding to 2005 CE) for a term of two years.

His appointment was renewed by a similar decision in late 1428 H (corresponding to 2007 CE).

He was appointed as the Dean of the College of Economics and Management at the same university at the beginning of 1430 H (corresponding to 2009 CE) for a term of two years.

His appointment was subsequently renewed at the beginning of 1432 H (corresponding to 2011 CE).

During the same period, he was also assigned as the Dean of the College of Law.

2013

On 29 Safar 1434 H (corresponding to January 11, 2013), Royal Decree (A/45) was issued to restructure the Shura Council.

He was among the appointed members for a term of four years.

During the first and second years, he held the position of the Second Deputy Chairman of the Financial Committee, and during the third and fourth years, he served as the Chairman of the Financial Committee.

He presented five proposals for new systems and amendments to existing regulations under his tenure in the Shura Council.

2016

On 30 Rajab 1437 H (corresponding to May 7, 2016), Royal Decree (A/158) was issued to appoint him as the President of the General Court of Audit with ministerial status.

2020

His appointment was made through a royal decree and subsequently renewed by another decree dated Rajab 28, 1441 AH (March 23, 2020).

Alangari holds the position of Second Deputy Chairman of the Executive Council of the International Organization of Supreme Audit Institutions (INTOSAI) and leads the Policies, Financial, and Administrative Affairs Committee within INTOSAI.

He also presides over INTOSAI's INTOSAI-Donor Cooperation Steering Committee and holds a seat on the Board of Directors of the INTOSAI Development Initiative for a term of three years since Jumada Al-Akhirah 1444 H (January 2023).

Alangari is a member of the Engagement Group for the Supreme Institutions of Public Financial Control and Accounting in the Member States of the Group of Twenty (SAI20), and he also serves on the Executive Board of the Asian Organization of Supreme Audit Institutions (ASOSAI) for the period spanning 2021–2024.

Additionally, he chairs the Board of Directors of the Saudi Association of Internal Auditors, as per Royal Decree (17103) dated 26 Rabi Al-Awwal 1442 H (corresponding to October 13, 2020).

His leadership extends to the Arab Union of Internal Auditors Associations since Jumada Al-Akhirah 1444 H (corresponding to January 2023), and he holds a role as a member of the Board of Directors of the Institute of Internal Auditors for a duration of two years since Dhul-Hijjah 1443 H (corresponding to July 2022).
