Deborah Bako Odoh (born 22 June 1973) is a Nigerian public health physician and civil servant who has served as Permanent secretary, Service Policies and Strategies Office at the Office of the Head of Nigerian Civil Service since November 2023.

She previously served as Director and National Coordinator of the Non-Communicable Diseases Programme within the Public Health Department of the Federal Ministry of Health, Nigeria.

Deborah Bako Odoh, a native of Lokoja, Kogi State, was born in Kaduna State on the 22nd of June 1973 to public servant parents.

She had her early education at Corona Primary School and Queens College, Lagos following which she proceeded to the University of Ilorin to study medicine.

2001

In 2001, soon after her national youth service, Odoh gained employment into the Nigerian Civil Service as a Medical Officer in the Public Health Department, Federal Ministry of Health (Nigeria).

2004

Most of her career was spent in the HIV/AIDS Control Programme (2004–2021) where she worked across various desks and contributed to the successful scale-up of the provision of antiretroviral drugs for HIV prevention and treatment.

In 2021, Odoh was posted to provide technical support to the Occupational Health, Safety & Environment Department at the Office of the Head of the Civil Service of the Federation

and supervised the final stages of the set-up of the Employee Wellness Centre.

She returned to the Federal Ministry of Health to head the Non-Communicable Diseases Division in 2023 and led the team responsible for the development of policies, plans and guidelines for the prevention of treatment of Hypertension, Diabetes Mellitus and Sickle Cell Disease.

In the course of her work, she obtained a master's degree in Public Health from Harvard University, USA and a Masters in Field Epidemiology from the University of Ibadan/Nigeria Field Epidemiology Training Programme.

She is also an alumnus of the Haggai Leadership

Institute, University of Washington's International Programme in Public Health Leadership (IPPHL) and participant of the AIG Public Leaders Programme of the University of Oxford.
