His full name is Stephen Weaver Collins. His middle name, Weaver, is a family name on his mother's side. His great-great grandfather was General James B. Weaver, the 1880 Greenback party candidate and the 1892 Populist party candidate for President of the United States. In 1892, General Weaver won 22 electorial votes.
Stephen Collins was born on October 1, 1947 in Des Moines, Iowa, USA as Stephen Weaver Collins.
While attending Amherst College, he was an active member of their (mainly a cappella) choral group, the Zumbyes (Class of 1969). In 1968, on a yearly LP released by the group, he was the featured singer (as Steve Collins) on "California Dreamin'". Also in the group at that time, singing bass, was David Eisenhower (Class of 1970). Eisenhower was the grandson of the former President, and soon-to-be son-in-law to the next President, Richard Nixon, who had been Vice-President to his grandfather.
Has appeared in Star Trek: The Motion Picture (1979). His co-star on 7th Heaven (1996), Catherine Hicks, appeared in Star Trek IV: The Voyage Home (1986).
Listed as one of twelve "Promising New Actors of 1991" in John Willis's Screen World, Vol. 31.
Attended and graduated from Hastings High School in Hastings-on-Hudson, New York. In 2003, he was the guest speaker at the high school graduation.

In October 2014, the New York City Police Department began investigating Collins after an audio tape leaked to the media revealed a male voice-purported to be that of Collins-admitting to past sexual abuse of a minor. A Los Angeles Police Department spokesperson stated Collins had been investigated by the department in 2012 after receiving a claim from 40 years earlier regarding sexual abuse. The LAPD further stated their investigation did not allow them to "substantiate the allegation". In a December 2014 interview with People magazine, Collins admitted he had "inappropriate sexual conduct with three female minors" in 1973, 1982 and 1994.
