Bringer was born September 19, 1971, and was raised on a farm in Marion County in the town of Palmyra, in northeast Missouri.
A 1989 graduate of Palmyra High School, Rep. Bringer graduated summa cum laude with a bachelor of arts with honors in English from the University of Missouri in Columbia, Missouri in 1992.
She received her juris doctor from the University of Missouri School of Lawin 1995, where she served as a member of the Missouri Law Review.
