Priscilla Wong was born on 23 October 1981 in Hong Kong, the second oldest of five daughters.

Her father worked as a fishmonger, originating from Chaozhou, while her mother is a homemaker.

Growing up, her family struggled financially and lived in a public housing unit in Ma On Shan.

In 1998, her father co-founded Luen Wong, a construction company that later became publicly listed in 2016.

She attended Pentecostal Lam Hon Kwong Secondary School and graduated in 2000.
